Perhaps at the Help Desk you could have a login option which would allow a user to see all of his/her help tickets instead of requiring people to keep track of the help ticket number. I've seen it done before and it works quite well. Maybe give it a shot?

You can go here: http://www.nethosted.co.uk/support/helpdesk/ticket.php?cmd=lost  and all the ticket ID numbers you've created will be sent to your email address.

I appreciate this isn't an ideal solution, but this software is developed by a third party so we are limited as to what we can do.

Yep as our rewrite rule isn't perfect - I'll just fix that now. You wouldn't actually get to that page via our site anymore you'd get here instead: http://www.nethosted.co.uk/helpdesk/ticket.php?cmd=lost

Thanks for bringing it to my attention our .htaccess is crammed with pretty complicated mod_rewrite rules we don't always spot mistakes(!)
