Not yet I'm afraid. The script we need in order to introduce VAT billing is still not mature enough yet. The coder is working on these aspects though so I'm hopeful of a VAT introduction within the next couple of months.
We already produce invoices based on the client billing cycle (e.g. pay monthly, you get monthly invoices).
